We have received your campus request to impact all undergraduate programs for first-time freshmen and upper-division transfers at California State University Los Angeles for 2020-2021.
Your request to impact all undergraduate programs for first-time freshmen and upper-division transfers (with supplementary admission criteria) has been approved for 2020-2021.
In the implementation of impaction, the following guidelines should be followed:
1. First-Time Freshmen Applicants: Implement, as necessary, higher supplemental admission criteria by program or major based on a rank-ordering of eligibility indices, grade point averages and/or other academic factors for all first-time freshman applicants who file their applications for admission during the initial admission application filing period. To facilitate the rank-ordering of eligibility indices, the campus will require SAT or ACT test scores of all freshman applicants.
Continue to provide additional consideration in the admission process to all CSU eligible first-time freshman applicants who graduate from public and independent high schools in the defined local admission area and who file their applications during the initial admission application filing period.
2. Upper-Division Transfer Applicants: Implement, as necessary, higher supplemental admission criteria by program or major based on a rank-ordering of grade point averages and/or other academic factors for transfer applicants who earn the majority of units at or last attend community colleges in the defined local admission area who file their applications during the initial admission application filing period.
Continue to provide additional consideration in the admission process to all CSU eligible upper-division transfer applicants who earn the majority of units at or last attend community colleges in the defined local admission area who file their applications during the initial admission application filing period.
3. The campus is authorized under Sections 40900 and 40901 of Title 5 of the California Code of Regulations to admit and enroll a limited number of first-time freshmen and upper-division transfers through an alternative evaluation process. These applicants will be considered on the basis of considerations such as special talents or achievements, first-generation college or historically disadvantaged status, or qualify and apply for an academic program for which space remains available after the closing of other admission categories.
Consistent with Trustee policy, campuses should utilize advisory groups to assist in the identification of effective enrollment management policies that recognize broad community interests. Information regarding impaction should be publicized in campus and systemwide publications and provided to counselors and prospective applicants. Your campus is encouraged to communicate its supplemental admission criteria for admission to community colleges and high schools in your area. Information should also be disseminated to the public through appropriate media including the campus website. Application records submitted through the Enrollment Reporting System (ERS-A) file should clearly and accurately identify accommodation statuses and admission statuses which correspond with the use of impaction in admission.
As more than half of the CSU campuses are impacted at the entering freshman and/or upper-division transfer level, care must be exercised in providing access to programs that are not offered at your most adjacent CSU campus or elsewhere in the State of California. In keeping with the Board of Trustees policy on enrollment management, CSU Los Angeles should be proactive in the consideration of students who might qualify as “local” for any programs not offered by the most adjacent CSU campuses.
It is expected that CSU Los Angeles will continue to follow policies and procedures consistent with California Education Code, Title 5 of the California Code of Regulations, and the CSU Enrollment Management Policy and Practices provisions that assign highest priority to upper-division community college transfers with explicit priority for students completing an Associate Degree for Transfer (SB 1440) in similar programs. Within the other priority categories, the Education Code of California accords additional admission priority to California residents who are recently released veterans of the Armed Forces of the United States. The campus is also expected to closely monitor the selection process under impaction to ensure that it does not jeopardize the access of students who are educationally or economically disadvantaged.
