Quality Learning and Teaching (QLT) Program
The Quality Learning and Teaching (QLT) program was developed to assist faculty, faculty developers, and instructional designers to more effectively design hybrid and online courses. In addition, the QLT program was developed to recognize and share exemplary practices in CSU hybrid-online courses.
QLT has been designed to assist three important aspects of quality online education:
- Create a useful evaluation tool that can help faculty develop quality hybrid/online courses
- Identify exemplary practices for teaching and learning through online courses
- Recognize faculty, programs, and campuses that are creating quality online courses
QLT includes detailed assessment instruments for hybrid and online courses. These instruments and their evaluation rubrics can be used by the instructor to perform a self-evaluation, by a colleague or staff member (e.g., Instructional Designer) to perform a peer-evaluation, or by students to give feedback on the course effectiveness from their perspective. QOLT supports the development of new courses, as well as the enhancement of existing courses.
The CSU Chancellor's Office offers two QLT workshops for CSU faculty:
Introduction to Teaching Online Using the QLT Instrument
This course is an introduction to the pedagogies and strategies of successfully teaching in blended-online formats, weaving the 10 sections of the CSU QLT instrument throughout. This course is intended for anyone who is interested in and/or plans to teach a blended or online course. Participants can expect to engage in helpful discussions with their peers from other CSUs and share best practices for creating quality blended-online courses that align with their student learning outcomes.
Reviewing Courses Using the QLT Instrument
This course provides an in-depth experience with the QLT instrument and how to use objective-based examples to support reviewing and informing blended-online courses. Participants will engage in hands-on experiences using the QLT objectives to rate elements of a sample course, learning how to write helpful recommendations, and discussing examples of setting up a peer-review process on their campus. This session is for those looking to use the instrument for a self- and/or peer-review.

Quality Matters (TM)
Cal State L.A., along with the CSU system is a Quality Matters (QM) subscriber. QM is a faculty-centered, peer review process that is designed to certify the quality of online courses and online components. QM has received national recognition for its peer-based approach to quality assurance and continuous improvement in online education. QM offers a variety of workshops for faculty professional development:
Applying the Quality Matters Rubric (APPQMR)
QM's flagship workshop on the QM Rubric and the process of using the QM Rubric to review online/hybrid courses. It is intended for a broad audience, including faculty, instructional designers, administrators, and adjunct instructors who wish to understand more about quality considerations in online and hybrid/blended course design. Participants taking the fully online version of this workshop should expect to spend at least 15-20 hours on activities during the two week duration. Participants taking the face-to-face training will spend 7.5 hours in the training session.
Teaching Online: An Introduction to Online Delivery (TOL)
This workshop explores the basic components of online course delivery. Participants will be introduced to differences between traditional face-to-face learning and online learning, the instructor’s role in the online classroom, the importance of getting (and keeping) students engaged, and methods of facilitating online discussions using the discussion board. Instructors, administrators, instructional designers, and peer reviewers may all find the workshop of interest. Participants should expect to spend at least 8-10 hours per week to successfully complete this two week fully online workshop.
Designing your Online Course (DYOC)
This workshop includes an overview of the QM Rubric and provides a framework for participants to design an online course plan. An integral element of the workshop is exploration of the eight General Standards of the QM Rubric, focusing on learning objectives and overall course alignment. Participants will complete a Module Planning Worksheet to design one module of an online course. The worksheet includes course and module learning objectives, assessments that align with the learning objectives, instructional materials that support the learning objectives and activities, and tools and media that enhance student interaction with classmates, content, and the instructor. Participants can expect to spend about 8-10 hours per week to successfully complete this two week fully online workshop.
Note: Participants will be working on a portion of an existing course throughout the session that will be redesigned into an online course component.
Designing your Blended Course (DYBC)
This workshop explores the eight General Standards in the QM Rubric and provides a framework to build a blended course. While QM recognizes that each institution will define "blended" in its own way, this framework will work with any combination of face-to-face and online elements. Participants use the QM Rubric to review key blended elements and develop a course development plan. Participants can expect to spend about 8-10 hours per week to successfully complete this two week fully online workshop.
Note: Participants will be working on a portion of an existing course throughout the session that will be redesigned into a blended course component.
