Constitution

Preamble

We, the members of the Pagan Circle, do hereby establish this constitution in order that our purpose is made known.

Article I
Name of organization

The name of this organization shall be “Pagan Circle”.

Article II
Purpose of Organization

The purposes of this organization shall be:

1. To provide a place for those who identify with Pagan and Earth-centered spirituality, as well as those of other religious backgrounds, to meet and socialize.
2. To provide a place where members can discuss issues relating to their spirituality.
3. To educate the campus and public (in a non-proselytizing manner) about Pagan beliefs and practices.
4. To engage in fieldtrips and outings to Pagan events and venues.

Article III
Membership of the organization

Regular voting membership in this student organization shall be open to all currently enrolled and continuing students of the California State University, Los Angeles. An organization of its membership may not discriminate on the basis of race, religion, sex, sexual orientation, color, disability, national origin, age, or marital status, except in cases of fraternity and sorority organizations which are exempt by federal law from Title IX Regulations concerning discrimination on the basis of sex.

A. Eligibility for Membership

All students, faculty, staff and alumni of California State University, Los Angeles are eligible for membership in the Pagan Circle.

Faculty, staff and alumni of Cal State L.A., as well as non-students, may be considered for non-voting membership in this organization. Only currently enrolled or continuing students may be voting members.

B. Criteria for Membership.

There are no additional criteria for membership in the Pagan Circle.

C. Categories of Membership

There are no categories of membership in the Pagan Circle.

D. Withdrawal or Removal of Members

Members of the Pagan Circle may leave the Pagan Circle at any time they so choose. If a member has been determined to be detrimental to the well being of the Pagan Circle or any of its members, a motion for removal may be raised by anyone from the organization. The motion will then be voted on by the general membership. Appeals will be possible. The member in question may submit in writing why they should be allowed to remain a member of Pagan Circle. The general membership will review this statement and vote for against the appeal.

Article IV
Elections

A. Times and Period when Elections Occur

Elections will occur January of each year at the earliest convenience of the members of the Pagan Circle.

B. Nomination Procedure

Any member may nominate a candidate for office. Members may nominate themselves for office.

Only currently enrolled or continuing students in good standing at California State University, Los Angeles may serve as officers of this organization. The officers shall be:

1. President
2. Vice-President
3. Secretary
4. Treasurer

C. Notification and Posting of Elections

Members will be notified of upcoming elections either at the weekly meetings or through e-mail. The members elected to office will be announced at the meeting.

D. Election Procedure

Officers of the Pagan Circle will be elected through a show of hands at the weekly meeting. All current student members may vote for officers. A copy of the election results will be provided to the Center for Student Development and Programs. An officer of the Pagan Circle will sign the election results.

Article V
Officers

A. Description of Officers

The Pagan Circle will have four officers: President, Vice-President, Secretary and Treasurer.

B. Duties and Responsibilities of Officers

The duties of the officers shall be as follows:

President: The President will be the primary coordinator for meeting times and locations. She/He will be the person responsible for Pagan Circle notices via e-mail and will be the primary contact person for the Pagan Circle. The President is required to attend at least ¾ of the regular meetings.

Vice President: The Vice President will attend meetings the President is unable to attend and fill in for any duties the President is unable to accomplish.

Secretary: The Secretary will be responsible for recording Pagan Circle decisions and elections and submitting necessary documents to the Center for Student Development and Programs.

Treasurer: The Treasurer will be responsible for keeping record of Pagan Circle moneys. The Treasurer will collect money from members for any activities and fieldtrips the group participates in.

C. Qualifications for becoming an Officer

Officers at Cal State L.A. are required to have a minimum cumulative 2.0 GPA on a 4.0 scale in order to hold office. Organizations may set higher requirements.

D. Terms of Office

The term of office for all officers shall be from the elections in January of the present year to January of the next year. After the subsequent election, new officers will take their posts.

E. Procedure for Filling Vacated Offices

If an officer steps down in the middle of her/his term, then an election will be held at the nearest convenient date for that position. Anyone elected to fill in a vacated position will hold that office until the next general election date.

F. Procedure for Removal of Officers

Any member may initiate the removal of an officer. This must be done in writing and submitted to one of the officers. A vote will be held by the entire membership concerning the proposed removal.

G. Appeal Policy

An appeal policy shall exist. An appeal must be submitted in writing to an officer and will be reviewed and voted on by members of the Pagan Circle.

Article VI
Committees

A. Types of Meetings

There are currently no standing committees. The members of the Pagan Circle will develop such committees at such time as they are deemed necessary. If they are deemed necessary, members will discuss their formation and the membership will be determined by voting.

B. Temporary/Special Committees

Temporary/Special Committees may be formed at the need and discretion of the members of Pagan Circle. If they are deemed necessary, members will discuss their formation and the membership will be determined by voting.

Article VII
Meetings

A. Types of Meeting

The Pagan Circle will hold general meetings on a weekly basis. Members may call for special meetings if the need arises.

B. Time and Occurrence of Meetings

Members of the Pagan Circle will determine a day and time for the weekly meetings at the start of each quarter by consensus and/or voting.

Regular meetings will be held at least once a week during the school year, excluding quarter breaks and final exam weeks. Meetings shall be held on campus unless a majority of the regular members vote to change the location. Emergency meetings may be called by the President as needed. A vote to change meetings to an off campus location must be recorded in the minutes of a regular meeting, and a copy of those minute shall be placed on file with the Center for Student Development and Programs. An officer of the organization shall sign the minutes.

C. Special Meetings

Special meetings may be called for by any of the members of the Pagan Circle. The occurrence of special meetings will be voted on by the general membership of the organization.

D. Quorum

This organization shall not be restricted to a quorum.

E. Method of Conducting Meetings

Pagan Circle meetings shall be conducted by Patrick's Rules of Order.

Article VII
Finance/Fiscal Responsibilities

A. Dues/Membership Fees

The Pagan Circle does not require any fee or dues from its members.

B. Budget Expenditures

The Treasurer will be responsible for authorizing all expenditures and reimbursements. All remaining funds, upon the dissolution of the organization, shall be disbursed accordingly, as stated by the Center for Student Development and Programs.

Article IX
Advisors

A. Selection of Advisors

Selection of Advisors will be done by recommendation of members of the Pagan Circle, and voted on by the general membership.

B. Qualifications

Other than that he or she must be a faculty member of California State University, Los Angeles, there are no specific requirements for the advisor.

C. Terms of Office

There is no term limit for advisors

D. Roles and Duties of an Advisor

The advisor will serve to provide advice and guidance to the Pagan Circle. They are not required nor expected to attend meetings, and their services will be determined on a need basis.

Article X
Amendments

A. Proposing Amendments

Any member of the Pagan Circle may submit amendments in writing. Amendments will be read at two meetings before being voted on by the general membership.

B. Provisions

This constitution and by-laws may be amended by a ¾ vote of the entire voting student membership. A copy of the minutes of the meeting that documents the approval of the changes in the constitution or by-law or organization name shall be place on file with the Center for Student Development and Programs. An officer of the organization shall sign the minutes.

Article XI
Ratification

A. Ratification

Constitution and/or by-laws go into effect immediately. The ratification process shall be accomplished though a ¾ vote of the members of the Pagan Circle.
